Dr. Urail Williams is a purpose-driven educator, consultant, and community systems leader with 20+ years of cross-sector experience spanning criminal justice, nonprofit management, public health, charter school governance, and entrepreneurship.

He founded C II C Consulting LLC to deliver training, governance strategy, and organizational development to schools, government agencies, healthcare systems, nonprofits, and private-sector organizations. He is recognized for translating complex policy and research into actionable practice and for developing leaders who drive equity-centered, community-rooted change.

Immediately prior to founding C II C, Dr. Williams served as Deputy Director of Community Engagement at the Missouri Charter Public School Commission, leading community engagement strategy for 20+ charter schools statewide and spearheading a stakeholder initiative that increased charter board participation by 40%.

Dr. Williams specializes in training and coaching leaders to clearly define and operate within their BART framework (Boundary, Authority, Role, and Task), ensuring alignment, accountability, and effective systems leadership.

He is a proud member of Omega Psi Phi Fraternity, Inc., where he upholds the principles of Manhood, Scholarship, Perseverance, and Uplift. Damon Selvey is a community corrections professional and adjunct professor with 20+ years of federal justice-system experience and a deep command of evidence-based practice. He combines operational discipline with the curiosity of a lifelong trainer, translating federal research into practical, classroom-ready curricula.

Since 2001, he has served as a United States Probation Officer with the Southern District of Illinois, where his caseload, supervisory work, and officer-development responsibilities have grounded him in the day-to-day realities of community supervision. On temporary assignment to the Administrative Office of the U.S. Courts in Washington, D.C., he led teaching and coaching for the Criminogenic Needs and Violence Curriculum, completed STARR (Staff Training Aimed at Reducing Risk) Coach and Implementation Science training, and contributed to the design of the federal Sentinel Event Review Instrument, including establishing the SharePoint infrastructure and contracting with system leaders for sentinel event investigations.

He led the Evidence-Based Practice Study alongside AO administrators, vetting over 160 applicants (Deputy Chiefs, Supervisors, Specialists, and Probation and Pretrial Officer volunteers) and assembling cross-district teams to perform in-district observations and remote casefile reviews. At C II C, he advises clients on workforce training design, evidence-based program evaluation, and curriculum development, bringing federal-scale research discipline to engagements across education, healthcare, government, and the private sector.

Damon is a proud member of Alpha Phi Alpha Fraternity, Inc., the nation's first intercollegiate African American fraternity, founded on the principles of leadership, scholarship, fellowship, and service.
